Suggestion, would ti be hard to make this per user, rather then per group setting? Some of my users abuse reactions, for example they use "Funny" in a sarcastic way. I want to disable this reaction to them, something like "Ban from using reaction". 
But creating additional user groups only for this capability is not very practical.

To be honest, its not like we haven't been patient! We've been waiting and asking for a variety of new Pages templates since v2!
Why couldn't one of the IPS designers been tasked to create and release a few packs of free templates in the Marketplace, instead of us hoping for more to appear in a next major release?
Agreed category view is terrible, I hate lists of records unless I need an actual list of records like in a table.
Am I correct in thinking you can only have article style layout on one database at a time still?

@The Old Man, thank you for the very informative links about the gamification. Pretty interesting stuff. I think a well build dedicated gamification app can sell very well on the marketplace, right now we are gathering the pieces together from 4-5 different apps that are mostly limited or do not always talk well to each other if at all.

I see your sticking point.
The form is asking for the topic which you are attempting to update the custom data for (which is the stock action I referred to). But unless there is an explicit topic in the event arguments, how could rules give you an option to choose from? In this case, not just topic comments can be reported, but all sorts of other content can be reported. It cannot be assumed that you can derive a topic in from any given piece of reported content. If I report a comment on an image, and that rule event is invoked, how is rules going to get a topic from that comment? It's undefined.
This is why you only have the option to use PHP code to provide the topic for which the stock custom data update action will operate on. Rules knows that it cannot know what topic to use. Therefore you must tell it.
You could put a condition on the rule that checks if the content is an object of the 'IPS\forums\Comment' class, which would ensure the rule only runs when a topic comment is reported. This will prevent errors when other types of content are reported, but you are still left with the need to provide the topic itself for the custom data update action. You need to return the topic from your PHP snippet:
return $content->item();  

@Kevin Carwile, I actually also tried to setup this and when you add the action to update the custom field, the only option for the source is PHP:

I suppose if $content is returned here it should be fine, but I don't know. 

One suggestion: Random generation of quizzes based on pool of questions. So the quiz might have 5 questions, but if you have pool of 500, then users can take the same quiz over and over again without being bored. 
There was a flash version of "Who wants to be a millionaire", the principle was the same.
