The matter was resolved, per here:
Seems there was an SSL certificate problem on the web server, which, when coupled with Cloudflare's strict SSL mode, operated exactly as intended on the tin and stopped the traffic.

It's okay that it's "not right now." It's understandable that it's hard. Hard challenges like this should be considered in the roadmap as a notable gap that engineering should strive to fix. Where you see content, you should be able to moderate content.
What doesn't seem hard is providing a deselect all selected box in the moderator toolbar, and allowing checkboxes to propagate across pages of threads. Have you added that one to the list?

I did not mean to suggest that it was unfair to ask people to pay. I found the "we're watching your every move" and "we're the friendliest forum around" comical in the same paragraph.
Tell people what they get (access to a Cummins diesel tech, etc.) for signing up, rather than telling them that you can see their every move.
Maybe something like:
"You recognize a good resource when you see it, and understand the value that Mopar Man's Forums. We'd love to help you with your issue.
Here's what you get with a subscription....."
I'd also remove the apology. There's no apology necessary. Tell people why you provide a great value, and there's nothing to be sorry for.

We use Strict SSL with Cloudflare and IPS without issue. Do you understand what the Strict SSL setting does and the prerequisites you'd need to configure on your web server?
Were you seeing Cloudflare errors and not including them in your description here?
Do you have a mix of SSL and non-SSL requests on your site? Is your conf_global.php file correctly configured with an https prefix?

Also not a user of Downloads, so not sure and can't inspect directly. What's the template logic for the theme in that position? My guess is this is being handled within the theme.

You might consider the IPS hosted cloud version (no more worrying about servers) or continue being self-hosted. Either way, upgrading is likely a good idea (not sure if you have a choice in the IPS cloud thing), however you may need to consider customisations and the like that will likely need to be redone.

As a moderator, I'd like it off for myself, while on for the community by default. We can miss problematic things otherwise.... (expand example quote below for an illustration)

Good news, however unless "generally quicker" goes from 6 days to under a few hours, the ability to do the ETL via command line is a notable opportunity.

You made it seem like you wanted to convert another instance or source. What exactly are you trying to do?

It absolutely should not do this, as it should not do what it does now. It should be configurable at the application level by the administrator.
For some communities, how it works now is perfect. For certain communities depending on how they use applications (as is the case with Downloads on this community, but not all), the administrator here should set the default for the Downloads app to be app first, unless end user picks "everywhere" from the scope selector.
Adding granularity at the application level to set a default search context increases flexibility and user understanding.
I say all this knowing that for our community, I'd keep it on a global search. But I possess the critical thinking skills necessary to know that one shoe does not fit all.

I don't believe it's possible in the manner in which you describe without customization, yet you could consider the built in Bulk Mail functionality possibly to get there, assuming you enable opt-out on sign up for the newsletter. Simply repost your content into a mailing and send it to members in the group you decide.
You may be able to automate it a bit more using this extension, yet I've not used it personally. Based on the description, it seems like it might possibly save you the step of re-entering the content posted by your admins into the body of a mailing.

IPS can coexist on an appropriately provisioned server with Joomla just fine.

Or maybe that level of insight is sold to the enterprise clients at a billable consulting rate. Probably that. You might be at the "look shiny keys" level.

Yes, so long as you have a copy of your 3.x database available, you can upgrade to 4.x using a 7.x branch of PHP.
The upgrader for 4.x expects the same prerequisites that 4.x does.
You can use the IPS4 compatibility check tool to confirm your server is ready for the upgrade and has all necessary extensions, permissions, etc.
Make sure you have a backup of your 3.x incase you need to restart or something goes wrong, you can start over.
