You don't have to send them a password reset request. Also, they have not seemed to take the time to change the email address associated with the account so if you did change the password, I don't think they'll get the reset request.
For our purposes, these users have not logged in or posted in years so we're okay flagging them as spammers.

It is not only with Visitors. The same applies to the topic listing (clicking on a topic title many times but faster than a page can "reload").

@Clover13 - I've reproduced it exactly as you described using the chrome developer tools, and it appears to be a jQuery bug which, for some reason, is removing the 2 quote elements out of the DOM entirely - if I have time tomorrow then I will try to figure it out further. Please follow the following instruction, using Firefox (not Edge...Edge is built on the same base as Chrome) and advise if the same issue exists.

Well, that is the IPS configuration here allowing to mass delete. But the software itself has an option to prevent deleting files from "My Attachment" page:
ACP > Members > Groups > Edit selected group > Content tab > Can delete attachments?
"Attachments are automatically deleted if the content they are attached to is deleted or the attachment is removed from them.
When this option is enabled, users in this group will be able to delete attachments from the My Attachments page. When they do so, anywhere the attachment was used will then contain a broken image or link."

As mentioned, you also need to use the white-listing functions in the editor settings. When there is styling, you need to apply that through theme CSS classes and whitelist them. When something like an iFrame needs to be loaded, you need to whitelist the domains.

Support for CKE4 ends in 2023. I hope you are already working on migrating to CKE5.
The FA4 framework from 2017 should also be updated or completely removed and replaced with SVG icons.

Try more than once (not always the effect is after first refresh). Also, do not be mislead by the field background "rendering" the field. Note that no border is rendered on the current (Nexxe) theme when you highlight or click a specific field. On Default and Ehren's theme the effect is more visible because fields do not use backgrounds.
The topic is also discussed on Ehren's forum. First I suggested to disable Cloudflare Rocket Loader, then the whole Cloudflare. System cache cleared. The issue with no input border is on 3 different themes including Default.

It would be nice to have buttons on the adminCP Support page which instantly purge the System and Error logs.
This was made especially clear to me during the recent paradigm shift to PHP 8; the Compatibility Scanner (either alone or in conjunction with other elements of my test site) generated a 396MB System error log.
While we're on the topic, just for the record I find it quite odd (to say the least) that while as Administrator I can set the Error logs to self-purge after 1 day, I have no choice for the System log and must set the purge time to at least 7 days. Zuh? This seems a bit nonsensical, especially since in my case I have since fixed what was generating the errors but have to include all of this (now junk) data in system backup files.

I had a similar issue, but slightly different execution - maybe sharing my solution will help you in some way?
I wanted to keep the quote truncation for forums/user-generated content, but I'm building out a news/blog side to my setup using Pages, and I didn't want truncation on quotes made on Page records. The quote blocks use CSS to truncate the content, so I used CSS to override this on Page records and allow full quotes to show only there.
If you want to only remove truncation for quotes on a certain part of your site, this method does require you know the parent container CSS class so that your changes do not apply broadly to your entire installation.
.XXXX .ipsQuote .ipsQuote_contents { height: auto !important; position: unset !important; overflow: auto; } .XXXX .ipsQuote .ipsQuote_contents.ipsTruncate + a.ipsTruncate_more, .XXXX .ipsQuote .ipsQuote_contents.ipsTruncate:after { display: none; } Where 'XXXX' is the class of the parent container (i.e. article.mysitenews, or even article[data-controller="core.front.modcp.report"]). The first CSS command opens the truncated quote block so the entire quoted text is visible, while the second CSS command removes the 'Expand' area underneath a truncated area.
I don't know if you're looking for something a bit more advanced, given your talk of hiding quotes for ignored users etc - maybe a plugin is more what you're after - but hopefully this can help in some small way. 🙂
