I have just tested this on my end, and not seeing any issues with this. You would be best to report to the owner of that site if its not your site. If it is, of course let us know and provide an example we can take a look at.

Ahh, so.  Some of my clients had been switched to another member group and this setting hadn't been adjusted for the destination group.  They had been able to use it before and it had disappeared, so this explains it.

are you the topic starter? otherwise, you'll need a moderator permission if you wish to mark as solution.  The group you're in has restricted moderator permissions. If this is your administrator group, I'd advise not restricting those.

User error, sorry to have taken your time.
I intended to take this away from moderators and instead took it away from admins.  I did this a couple of weeks ago.

As mentioned above, what you are describing is what you would see when a member is not allowed to use attachments for some reason. This may be permission to attached at all, or that they are over limits, meaning they also cannot attach anymore.

Depending on the location you are seeing those, it may not be a locale setting you are looking for. Take a look at the guide here

You mean when you create a Page block?
Yes there are some instances where you can cache a block, and these are normally with 'custom' page block, and will be found on the content tab underneath the editor window.

As a follow up: a reason for a content item being put on approval hold will be included in a near-future release.

Please remove the redirect temporarily while you perform the URL reset in our tool and then you can then re-enable the redirect. 

Could you please check you are using the latest release of the platform on this? I cannot see any issues with this when testing on my end.
Here is what I  did, just to ensure we are on the same page
Edited one of my test forums and set it so that people could post anonymously Created a test group which allowed anonymous posting Created a test user, who was a member of that group Posted a new reply to a topic as that member, and posted it anonymously Edited my own group (now logged in as a member with full admin and moderator permission) to ensure I do not have permission in there to post anonymously in the group setting Edited the post I created above

This has now been corrected for you, and you are able to log in. The issue here is that while your site is at root, its using files from a forums folder. There is a copy of files which are residing in the root of your FTP, and those are not actually the files your site is using. So you are editing the wrong files there. Note, you should not need any of the suggested edits above for your site to work correctly, so they have been removed.
 
All that was needed there was the conf_global.php file to be edited to https correctly. You were editing the wrong one there.

@Afrodude - what browser are you using? If Firefox, see here for a little more information on that error you are seeing.
 

The selection on whether or not to cache a block is when you create a custom block with custom content, and create this from the admin CP. You will not see this on standard blocks you add on the front end of the site

This isnt achievable other than selecting the correct locale for your language pack. You can do this on cloud from your language pack also
