Was the ips4.php file placed in your directory with your conf_global.php file? If so, have your hosting provider check the version of MySQL and the connection details. Obviously, if you're in the upgrader and not getting errors then everything is fine though 🙂 .
Why not build it in Pages? If you do not know how, why not hire someone to do so? (Assuming you hired someone to do this initial development, it would be a similar endeavor) Pages is a CMS and could be used for data entry and display like this. It may need to be carefully thought out but possible.
I'm afraid that there is not. Topics are generally permanent conversations, even those that are without replies and someone could respond in the future. However, if you have a use case, feel free to post this in our Feature Suggestion forum for review for further evaluation for a future release.
I would recommend searching by the key in advanced search by clicking the cog wheel. You then will need to sort till you find the "System" app string with the key simply as "report", as seen below:
Looking at your release, I do see that you're not on the latest. I also see that there has been an alert deleted by a moderator in the log. As I am unable to reproduce this on the latest release, I would advise upgrading then please let us know how it goes from there.

Only your hosting provider can assist as Multibyte String is not installed correctly. As it seems to be valid in one folder but not the sub folder. It could be you have multiple versions of PHP installed so you will need to contact your provider to resolve.
I’m afraid, that is different than the original. You will want to check your server’s error log for that one. Please contact your hosting provider if unsure.
All links in the software will update automatically. However, manual copy/paste links will need to be manually update. I'm afraid, there is no way around this.
Could you please clarify what you mean by "Copy a topic to a frontpage?" What is "frontpage?"
