I recently came to the conclusion that we are too dependent on Youtube and other social networks. At some point, I used Youtube so much that I psychologically stopped noticing other sites. And so, I stopped using Youtube, started running my own website, started writing plugins for the game. But beyond that, I learned about many cool, incredibly useful sites and communities.
Stop using Youtube as a source of content, it stops your self-development.

Is it possible to "extract" the edit and report buttons from their new house under the three dot menu? I understand the want and need to declutter, but I personally and much of our users edit our posts quite a lot, and we also want our users to have as little work as possible needed in order to report a post.

ACP > Members > Groups > (Edit a group) > Social Tab

There's an option to limit how many reps they can give in a day. This will prevent a massive retaliation.

However, you should always lead with kindness.

I personally do not think you should allow members to attack each other by downvoting content. It creates a negative environment for many users which can turn toxic very fast.

I'd rather reward good content, and ignore poor content.

Thanks...that worked!  I wasn't sure if it would pull a fresh default or just a copy of existing, but that was just what I needed!

You just click the button in the ACP to create a new one. 

After  I upgraded to 4.5, my default theme says that it is customized!  I didn't make any edits to it tat I know of but I am having a missing menu icon on mobile view.  Where can I grab and upload a new, fresh version of the default theme for 4.5?

Well, I'll release a new version so you choose the AS the plugin should base. Remember that it has to be a GLOBAL AS; everyone has to view it, otherwise, errors again.
Actually, I will also make a check to bypass the plugin if it doesn't find the stream.

Would you mind give more details about the error. It seems you're logged in as yourself in your screenthot and I'm not sure how's that possible.
Have you tested it in a regular situation? I can't find any issue with it:
Tested on IPS 4.5.1.

I put my Google CSE in a custom side bar box at the top of the index page...
