Thank you @Marc Stridgen, @Matt and the IPS team for getting this update out to fix the date issue.  I updated my site last night and was able to schedule embargoed content for 12:01 am.

Note: There is a character limit for the short name field, but I'm finding inconsistent information on exactly what that number is because it can be different for Chrome or iOS, but err on the side of shorter.
That said, Cheers & Gears does just barely fit... so for iOS, that limit might be ~14

It's not necessarily iOS itself but the device it's on.
In this case, in order to use the operator Matt mentions, you need to be running iOS / iPadOS 13.4 - which is supported by (I think - a quick Google search didn't make it abundantly clear) iPhone 6S (released September 2015) and higher, and iPad Air 2 (released October 2014) and higher.
Any devices older than those may not work as we begin migrating to newer technologies because they can no longer be updated beyond the last version that they supported.

I didn't realize forums were that popular with the rest home set.... but I've been running a forum since the WWIV BBS days.
Eventually, the fix is going to be users upgrading their hardware. We can't and shouldn't expect IPS to hold back the entire suite just so a few users can keep using 10-year-old iPads.
I don't think IPS should have reverted that code if it benefited the suite. If it has been several years since Apple has supported the device, there's no reason that IPS should be.

Can confirm.  After the latest upgrade, the publish date field is gone.
arg!  This is completely unacceptable.  I get the reasoning for not wanting to be able to move it to the past with a forum involved, but future posting is a must.  I only used the backdating feature occasionally, but being able to schedule content posts is an absolute must.  I get embargoed content all the time that I am not allowed to post until some day/hour in the future (usually inconvenient, like 1 am or something) .
Now you're saying I have to give up future content posting if I want comments to be in a forum?
This worked fine for a decade and now you've taken it away.

What you want to do is
    1. Activate Pages and build your initial basic home page. This will put the url at something like mysite.co.uk/forums/articles(or)pages.  Stay at this step until you're happy with what appears when you visit this URL. It will be your new homepage.  Probably buy one of @opentype's excellent article and page template plug-ins if you intend to write articles.
    2. Go into your file manager and move your entire IPS install + all subfolders down to the root folder for your domain (remove wordpress first!!!). This means everyting currently in your public_html/mysite.co.uk/forums/ folder needs to go to public_html/mysite.co.uk/
    3. Log into your IPS ACP and set Pages as the default app. Pages will now reside at mysite.co.uk, and your forums will reside at mysite.co.uk/forums.

This is correct... a step that I had forgotten.  This should be done immediately after you complete step 2.

I don't understand why this feature would be removed. It has been there for what seems like forever and is integral to what we do.

I have not updated for a few releases and am glad I haven't with this knowledge now under our belt. If this feature doesn't return, not sure what we can/will do, but upgrading is very possibly out of the question now.

Decided to unmark my own solution and keep the topic open because of the above issue. While future posting doesn’t affect me too much at the moment (although it likely will later as I too work with embargoes) I think there is a problem here that needs addressing. I can fix my backdating issue with plugins but it might not be so easy for admins looking to publish stuff in the future.
It’d be great to get some clarity on this, because IPS’ messaging over the last six months regarding the whole publish date issue hasn’t been clear or consistent.
