Can I create a group based on completion of a specific profile field?

Can I create a group based on the completion of a specific profile field? 

And/Or could I create a group for users who have filled out all profile fields?

There is no way in which to create groups based on a profile field unfortunately.

You can,however, use 'Group Promotions' to move a user to a group or add them to a secondary group based on the value of a completed profile field.
