Does it submit all new content or is it permission based? I guess it should not submit content that is not viewable by guests.

Yes and yes. Now remember… it’s only supported currently by search engines like Bing and Yandex. It’s not supported (yet) by Google. So depending on how you get your traffic, it might or might not make a big difference.

It's mean after submit to https://api.indexnow.org/indexnow this service will send information to Yandex and Bind?  Or this only for testing protocol? I need also send url's to other endpoins? In documentation wrote about few endpoint

In code of IndexNow enhancement for IPS i see only first endpoint
