I just downloaded and installed the IPS Rules Lite and actually see the functionality behind IPS Rules.  Some immediate feedback:
1) You have, hands-down, the cleanest and most educational introduction of any mod I've ever seen from the IPS Marketplace.  The fact that you offer "Learn About Rules" directly within the mod makes it so much easier to understand and get started (and you even have a fancy custom background!!).  This is the kind of thoughtful and detailed awesomeness that I like to see from a full-featured mod.        
2) When it comes to your educational introduction, I'd like to suggest you break it into 3 separate tabs or sections.  The first section talks about the basicscomponents of Event / Conditions / Actions.  The second section talks about groups and sets.  The last section talks about advanced topics like custom actions, custom data fields, debugging, and scheduled actions.  Otherwise it's a lot to digest.  (By the way, I still don't understand Rule Sets whatsoever ... it sounds like the movie Inception of dreams within dreams and OMG Leonardo di Caprio needs to save meh!)  
3) When it comes to the the basic ECA, I encourage you to walk through two very simple examples so people can see the coding in action.    
4) I think you should preload 2 or 3 very simple or basic rules so users can immediately mimic or start to see how it works.  

If it doesn't, it should. I'll put that on my list of things to check.

1) I fixed this locally yesterday, just never had a chance to upload the new file. Will do so in a few minutes.

I agree.  The casual hobbyist and enthusiast admin are highly limited with what's out of the box and there continues to be an expectations gap of what IPS markets Pages to be and what we can actually accomplish.

I just pushed out version 3.0.4 to fix some nagging issues. If your prefix formats didn't carry through the upgrade, you can try running the repair tool now to fix that. If there are no prefixes, it will look for old data. If you created new ones since, remove them for it to run.

What's New in Version 3.0.4
Fixed forum 'defined tags' and allowed prefixes inputs not behaving well. Fixed forum 'default prefix' setting defaulting to the wrong value in some circumstances. Fixed blank tags in some circumstances. Fixed search results not linking properly if the content has a prefix. Fixed a permissions error on forum prefix selection. Fixed prefix formatting pre/post fields being required. Added a potential fix for lost data on upgrade via the repair tool.

Suggestions:
1. When you add / delete a tag in the Tag Editor, I think it would be much more efficient to do it in a smaller modal window AND you stay on the same page. Each page refresh takes you back to the very beginning, which can be cumbersome if you're on later pages.
2.  Prefixes - Allow a grouping or category of prefixes.  For example, some prefixes may be for the "marketplace" (buying, selling, for sale, proposal) and others might be general discussion (politics, business, world news, humor, tech).   
3.  Allowed Prefixes in Categories - The ability to easily add ALL prefixes or grouping of prefixes.

Add uploading video feature, support mp4, m4v, flv. ( Add/Edit servers -> Choose From -> Upload to enable it). Upload multiple videos. Include posting video url or uploading in posting/editting video page. The old 'Video Online management' page is now 'Subtitles' to manage subtitles. Option to enable/disable subtitle system (Settings -> video -> Subtitles). Fix bug that can not view profiles. Embeddable video link. When you paste a videobox link to almost any kind of content, whether it's a forum topic, calendar event, gallery album or more, it will automatically embed a small preview of the video included thumbnail, submitter, title & description.

@Kevin Carwile - So far i love what this is going to become - just now getting a chance to formulate how I will deploy this.
by way of humble suggestion - I will attach a screen shot of a very basic mockup of the First Level I would like to see for Collab.
Currently on entering the collab you have just big black spaces for panoramic artwork to go in there, which means I'll now have to go re-new my subscription to iStockPhoto or some other place like that to find artwork that abstractly captures the essence of the content - sadly it will become dated very quickly and most likely be of images of a random group of office people or some other such cliche. 
This would be the first screen on entry in lieu of the pano-photos. For me the current system is too many levels deep for my users - and if I decide to move several categories and  forums over here I don't wish the people who maintain them to feel slighted or that these have become buried. 
The idea is that each Collab has its List and Grid View, and you can see at a glance the options that collab has ( apps ) and a blurb about what the group is about.  Not sure about the avatar - perhaps the member who set it up or probably the last person to contribute to the group (regardless of app) - or perhaps a logo of the group setting it up.
Also the "About Link" at the top of each collab would navigate to a basic "page" that describes what goes on here and who and what are. etc. And of course if the collab is open to allow users to add start their own via the link is there (see the second group) and also a button at the top that would be a drop down of available collabs

hi. i tried woodsmans pretty well described steps on page 1 of this topic.
i tried to get a clean upgrade from the productive server onto a test server.
for me, the following steps were necessary in addition to that before the upgrade:
- i cleaned up my default language pack (which was in a mess) as described here:
  https://www.exactservers.com/topic/477-how-to-restore-the-english-us-language-pack/ 
- in the adminCP under system/system/settings/general configuration, check if the settings
  in "Path to 'upload' directory" and "Upload URL" are correct and if not, change them
  and click on change settings.
