I revisited this and upgraded PHP to 7.4.20 from 7.3.28. This time I cleared all the caches as I suspected this was actually a cache problem.
Seems to have worked! Everything is working normally.

Has anyone opened a support ticket about this behavior? 

I have 1 minute of caching time for Cache sidebar, header and footer blocks.
I get the feeling too that caching seems to be broken.

I have done the
SELECT table_name, table_schema, ROW_FORMAT FROM information_schema.tables WHERE engine = 'InnoDB' AND TABLE_SCHEMA = '<YOUR DATABASE NAME>' AND ROW_FORMAT = 'COMPACT' And all 247 rows are "COMPACT" can anybody provide a SQL command to change all of them as I don't want to have to do every single row manually

Technically, $title is set automatically by most pages however you can override the page title for a given page using the meta tag editor as you found.
