Sorry for the lack of information. The links menu looks and behaves differently compared to the others. It does the same thing on the default theme.

If it does that on the default theme, then that's a bug. You'd expect all of the menu items to behave the same on hover. It's worth making a support request for this so that IPS can fix it in a future release.

The behavior of external links is different than that of internal links.  

With internal links, there's a hover effect.  With external links, you need to manually click on the link.

This has been an issue with the menu links since the release of 4.0

It’ just the default and expected behaviour. So no bug. The sub menu opens on hover, drop-down menus need to be clicked. In the custom theme in the first screenshot this leads to weird results, since all menu items are forced to be drop-down menus. 

My personal recommendation (which would also solve it for the site shown): don’t mix the two different menu types in the main menu.

Use only regular main menu items which automatically show their child items, or don’t use the sub menu at all and only use drop-down menus throughout the main menu. In both cases the results are consistent. 
If you need to mix the two menu types (which can happen if you need to put a lot of links in just one menu and only the drop-down really allows this), do it in the sub menu. The drop-down works fine there, since there is no hover behaviour there anyway.

Thanks for clarifying what the issue was - I wasn't quite understanding. Now that I do, yes, this is intended behavior.

And I think the visual issues (that the opacity is different, the container is positioned higher, and the arrow located centrally rather than on the left) are something that needs fixing within the custom theme, since the screenshot shows that that's nothing to do with IPS's default.

A little necro posting here. :cry: LOL  Hey, is there a way to modify the CSS somewhere to drop the menus down when we hover?  Clicking it kinda 2008.  Let me know if this can be done.  It's annoying to click and I'm afraid my members will not know to click. thanks in advance

I am looking for the same. It is really strange that no easy way to do that in IPB, and even I tried my own but that also does not work. Bootstrap works, but I wish to use IPB framework. Hopefully anyone can give me some details to get drop down menu on hover instead of tabbed menu.

Please let me know if you have found a solution.

Don't create the menu items as a drop-down menu and you'll be fine. Create a main menu item (point it somewhere, either to an app or one of your pages) and then give it some children. If you haven't selected drop-down menu for the parent, the children will appear when you hover.
