The best way to go about this is through a custom app that will handle the deletion properly. 
A word of advice, if I may, make first a backup of your database before you delete all the members. You never know when it might come in handy.

Always wise advise when performing any large mass action

You would not be able to do this using a query. There is more than just deleting a member record that goes on there, so I would not recommend even attempting it in this way

Are you using PHP 8? If so, could you test with 7.4 and see ig that then upgrades? Just seen a report of something very similar

Do you have strict sql mode enabled?  Somewhere an empty string ''  is being passed as a value for decimal fields in the insert query. If strict sql mode is enabled and an invalid data is inserted into a column, it throws an error rather than providing a warning.
I 've come this across before. I fixed it by changing the INSERT query to add the IGNORE command. 
i.e. from INSERT INTO table_name to INSERT IGNORE INTO table_name

Share with us why you wanted to join the Invision Community team.
I have been a huge fan of forum software and creating websites in general for so many years and stumbled upon Invision Power Board whilst I was still in high school (circa 2004-2005). The first forum I created was on Invisionfree (that brings back so many good memories!) and I remember creating so many different types of communities. I registered an account at Invision Community in 2007 and always dreamed of creating a successful community, but finding a niche proved to be very difficult. Last year there were positions advertised at Invision Community, and whilst I was not successful then, I decided to apply again for the more recent ad and was pleasantly surprised when I heard back from the team: persistence is key! Personally, forums have always been a passion and hobby of mine, and to be able to spend time on them in an official capacity is such an amazing opportunity and I thought I could bring something new and fresh to the Invision Community family.
 
What excites you about this role?
Aside from having a passion for customer service and helping the community in whatever capacity I can, I am most excited about the freshness I can bring to the community. I am an advocate of working collaboratively internally and externally and I am really excited to see what Invision Community has in store for us all to maintain its standing at the forefront of modern community software.

This usually happens due to disk issues on the MySQL server and/or corrupted keys/tables.
 
 

Based on the error the table core_cache is missing from your database:
IPS\Db\Exception: Table 'ic4.core_cache' doesn't exist (1146) You should check with your hosting why the table is suddenly missing from your database. There might also be other tables missing and/or issues with the database itself.

Sorry about that. You can post at that app 's support topic about your request and see if Adriano can add the notification option as well besides the pms.

I am not getting an error message, which isn't surprising.  As stated, When you go to list topics under a forum, the page renders completely blank when the app is enabled.
I do get the IPS Warnings:

You can see those by clicking on support when the app is enabled and checking PHP 8.1 compatablility.

Ditto, much more comprehensive than ignore and important to many of my members.  Would love to see it updated.

Guest posting is, unfortunately, always going to have a spam counterpart to it to a degree as you will have human and bot spammers. You could ensure that hCaptcha is enabled to it's hardest degree in your settings. However, that still might not be enough and will let in human spammers or sophisticated bots.
As @Miss_B stated, using something like Post Before Register would be advised if you want to add in additional validation steps for posters/users but want to have them start creating their post before registering (an illusion of guest posting).
