Maybe create somewhere only available to yourself, and place the block on that page. I cant see how you can do what you are looking to do there though. The popular contributors block is based on reputation not on posts

This was actually a bug. The intention of being able to set a publish date was to set future publications. However as a byproduct it was allowing dates to be set in the past. Unfortunately however, this caused other issues in the software so was prevented

You would need 2 promotion rules.
Rule 1 - Set only to run for group A, and set where last post is less than 8 days ago Rule 2 - Set to run only for group B, and set to run only if last post was greater than 7 days ago Please see the following guide on how to use group promotions

This is not the storage configuration you are in at present. You should be in System>Files>Storage Settings>Configurations
