I'd like that when I give a warning for a single post the warning message could be seen both by staff members and all users (also guests).

Is there a way to do this?

What do you mean by a warning?

A message in the post itself? The warning you have given to the person posting the content? A message displayed in the topic to warn people about content? Something else?
