Admin Notifications Throwing an error

Is anyone getting an error when looking at the Admin Notifications in the ACP?  I keep getting a template error even on a fresh template.

The error is coming from core/admin/notifications/indexBlock

Things I did with no change.

1.  Upgraded from 4.4.4 to 4.4.6

2.  Re-uploaded all the files.

3.  Ran the support tool - turned off all apps / plugins and reset the template back to factory.

4.  Created a new default theme from scratch

Thanks @newbie LAC

Support logged into the ACP and couldn't figure it out and requested SSH access.  Since I use keys, it was up to me to figure out the problem (as usual).  I ended up deleting the notifications out of the database and that seemed to clear up the issue.  Since @Stuart Silvester didn't stop back to the thread and say what the issue was, I have no idea what happened.
