Obviously IPSBeyond is modified to check for user access and such, and if that code was lost in the upgrade, it would go wrong.Maybe IPSBeyond or Nexus runs a weekly task to see who should be expired or not, and if the code isnt there at IPSBeyond, it assumes everyone is expired.
