ACP > Commerce > Support > Settings > Incoming Mail
Double check those settings work. Plug those settings you have into a third party mail program and verify you can connect with them. If they don't work, update the credentials and try again.
If the credentials are good, check to make sure the server itself hosting the IPB instance is not blocking the outbound request in a firewall.

The error you are asking for is actually what is shown there. The software cannot connect to that pop3 address. Its something you would need to take up with your email host unfortunately

As @Muddy Boots mentioned, you will need to ensure that the feature(s) mentioned are enabled. Making sure that Commerce is full enabled for permissions in ACP -> System -> Applications would be required as well.

Is this happening in the unmodified default IPS theme too?

This would be related to your other ticket where you're missing Javascript files on your server. Once we resolve that, it should also resolve this but if not, please feel free to reply back here.

If you cannot save the position, this likely is also related to mod_security or another security software blocking the request. Your hosting provider would need to review logs for that.

A "-200" error is an error coming from the server when processing uploads, I'm afraid. Do you have any server error logs coming from it? Are you seeing any console browser errors? -

I'm having huge problems with this on my site for large files, which neither Invision nor my VPS provider seem to be able to solve. I try to upload large files (~600MB), and I get no progress meter and things crap out with the -200 error.
The added wrinkle to my case is: I have a test site on the same VPS as my production site: same Invision versions, same PHP version (which is set globally to handle files of up to 800-900MB). Test site works just fine with 600MB files (which is what I need for my clients); I even get both progress bars!
I'm currently talking with Invision about re-uploading the entire Downloads module to see if there are some discrepancies in the files which may be remedied that way. Perhaps a long shot, but I seem to have little recourse.
