I found the paid topics feature on another site. Is this a feature built into the script or does it require an application?

 

This is not something built into the platform, no. You would be best to ask them what they are using for this purpose

You can buy "new topics" packages and use them to create topics in selected (paid) forums.

Thank you for the response, but I want the published topics to be visible to the publisher and administrator only, and not available to the public.

That’s a forum configuration. You can use the resource indicated by Dawpi and configure your forum like that.
