Since stock replies can be created in ACP only, I have given them an ACP access for the area: This is how they now see the area in ACP if there are no replies. Moderators cannot create new replies. If there are replies created by administrator, they can only see the list, no editing. Do I miss any other permission here, or does it work as designed? I can confirm this should be further reviewed and I have logged an internal bug report for our development team to investigate and address as necessary, in a future maintenance release.
