I cannot seem to figure out how to get ratings out of 5 stars to be interactive, or even just set by one user for items when reviews are not enabled. If reviews are enabled they allow star ratings, but if they are not there is no interactivity on the stars at the top of the article.

I've checked group permissions, database permissions, forum permissions to no avail. I must be missing something obvious?

Just to point out the obvious: have you turned the star rating on? It’s a database setting and/or a category level setting if there are categories. 

star ratings show up

can't rate them.

You show a listing page. You can’t rate there. You need to open a record first. 

These are also non-interactive.

figured it out - it's not under permissions it's under the content tab of the group under edit.
