Move record between 2 databases

Hello, how I can move a record ready for publish, from a database restricted members to other database open for all?

There is no way in the software to do that.

Can you create a new category within the same database (call it "public")? 

Then change permissions on that category.

It's not to do with permissions. It's not possible to transfer records between Databases anyway, most likely by design because a record from Database A won't have fields completed for Database B.
