ACP - Members - Groups
Edit the member group you want to adjust. 

Go to the Social tab. There you will find a section on Messages that will allow you to set the quota for that group. 

You don't need a plugin to do it. Go to ACP -> Members -> Notifications. From there you can change the default type, etc.

Check to make sure you're running the latest version of 4.4.10 and have installed all patches available when you go to support > something isn't working. There was an issue that allowed spammers to use 4.4.10 and lower to use the "e-mail this to a friend" feature to send spam.

It's more likely the topic of your community that is getting you black listed, but you can check with your hosting provider to clear that up and check it, I see you have email disabled for sharing so the above is not the issue in this case.
