Its supposed to be IPS applications only thats why it didnt even work at first 
But in next update i will improve the field  I had to do the quick update for now to fix it 
 

Would it be possible to include some way of allowing the news ticker to displayed on certain pages?
The last version had a lot of custom/third-party apps listed as being able to be excluded, yet the new version it's just pages, forums, downloads (IPS built systems). For example I have a few pages built with IP.Pages, whilst I wouldn't want the ticker to be shown on my front page (uses IP.Pages) - I would like to add the ticker to a couple of other pages built using the application and there's some third-party items I'd like to display this in.

I might need to upgrade the theme to support ips 4.2.3, only some of the fields needs to be upgraded tho, very soon  
anyway, never upgrade your website unless you are sure that everything works fine with your custom themes man, at least drop me a message or leave a reply in support topic  

The exclude setting doesn't seem to work at all.
'Exclude on apps', I had pages and several other apps set - yet it still shows in those areas. I added everything available to me and it still shows.

There's no issue with waiting at all, and no wonder I can't get through to your support line! 

Worked fine during development but I will double check tomorrow, i'm on phone right now, please be patient

Yes, I added to my site running 4.1.19.4 and works great.

Thank you for the detailed answers to my questions, all clear now. As a suggestion, I think it will be great if users are able to filter the tickers. Lets say I add 5 tickers - new yourk times, forbes, autosport and so on. The user can select which news sources interest him and disable the others. Just an idea

but you can add multiple rss feed blocks and to show all in that news ticker  
the block template key can be these key's
nt_pages_rss
nt_pages_rss1
nt_pages_rss2
 nt_pages_rss3
...

Yep the font and link are same color i might add a color setting in next update
Its easy to color the links with custom.css tho

Yea, that's what I added.  Works great.

No its global, any use case that you would want to add tickers that shows for you only? 
You can add as many tickers as you want, Its exactly same as the news ticker in my themes but with many more settings and fully controllable especially on the fly adding tickers and so on, Check the features list and plugin setting screenshots  
The RSS feed can be added by creating a Pages block RSS Import, you simply create an rss import block and set it up however you want including permissions and so on 
 
Not tested, but technically it should work with any 4.x versions because it is just a theme hook  
 
I will add a demo page soon  

I have reversed the colors back to normal

Just an FYI.
1.  Textures tab is spelled wrong (Texturs)
2.  Under Swiper Slider Tab:  "Show pagenition" is spelled wrong.

ah damn, I was working on a newsticker plugin for past few days and i had to temporary remove it in themes
anyways re-download and re update  sorry about that
 

Please re-download and use "upload a new version" method to update.  
No version number added
