    If this is the case, there is indeed an open bug report for this. Its worth noting there is no simple fix for this, so its very likely going to be v5 before you see a proper resolution

    If you are looking for members to rate other members, then really it would be best to set up a pages database for this purpose. You can then switch on reviews for the comments so they are reviewing that item

    The only real way of splitting off permissions for one group in relation to another is via permissions

    As far as built in, its something you would need to add manually.

    They would usually show under the content if you scroll down, when on mobile. Are you logged in also? Asking as the front end would be cached for guests, so you may be looking and just not seeing it yet
