How do i make a new forum?

I tried everything but there is no way to create a new forum !?

What exactly is it you are seeing when you attempt to create one from the admin CP?

Weird. I'm seeing the Invision Community website, sometimes with an error message, instead of the second embedded link. 

For example: 

Could contain: Text, Page, File, Person, Face, Head

or....

Could contain: File, Page, Text, Webpage

What browser are you using? Do you have any extensions/plugins? If so, I would disable those and test again.

    Chrome with a couple of plug-ins. But I ended up restarting Chrome, and the issue went away.
