Where the heck do I start with Gallery?

I see the below instructions but Gallery is not in my admin menus. I am sure it is right in front of me but I can not find it. Does it need to be installed?

It is not there on the Applications page to activate. Do I have to buy it? Install it?

You dont currently own the gallery application, which is why its not showing there. The only way you could now get this would be to switch to the new community classic terms, which contains all applications
