iOS 13 needed a couple of weeks longer but Apple released it to meet a deadline thus 13.1 is the proper release tbh. Its out tomorrow at least.

Having the same issue.  Hopefully 13.1 fixes it.

iOS 13.1 pasting now works, although as someone mentioned earlier it has a nasty little jumping bug on paste. 
Better than no paste though.

They have confirmed the issue, and it's fixed in v4.13, which they will release on Thursday. Hopefully IPS will wait for that release, or apply the patch manually.

I already got the email about 4.13 and will be looking to update CKEditor once it's released. I can't guarantee this will make it into 4.4.7, however, since 4.4.7 is already under beta testing.
