I use forum for staff support and topics discussion, but I would like have a pin option that let me pin all topics are resolved to the buttom, so topics are not resolved and need continue discussion always on top. Only action to do is, when the topic discussion is finished, pin to down.

Why don't you use Q&A forums, that give you ability to mark questions as solved? 

That might be more elegant method.
