How can I enable the right panel on the main page? Or at all. Did not find such a setting ?

On the front-end of your community, open the Block Manager (click the arrow on the left-hand side of your screen) and drag a block where you want it ? 

If you do not see the arrow for the Block Manager, please enable the permission in ACP -> Members -> Staff -> Moderators -> enable "Can manage sidebar?"
