I know there plugin called pop up in download but unsure if item your looking for.

This is more like what you're after from what I understand of your question. This is not my application, but I do use it and it does exactly what you're looking for. It takes the person to a redirect page- kind of intercepting the link, and if they continue they go to the place that they clicked on. It won't do it to links to your own site - which is good, but for other sites it will. It's pretty good.
