Basically create your own page from scratch and add your own 'areas' with your own css added for those areas

then add the css used in those areas to your pages css file

Great thanks for bootstrap terminology.... Can we use in Cloud communities where we do not have ftp access  ?

Yes, you should be able to use their CDN files so you won't even need to upload the css and js files via the theme manager resource manager:)
