It does save some time and thus add better functionality which is what I suppose you are looking for judging on what you said in one of your previous posts.

The User Control Panel has a setting which allows users to choose their timezone. In versions prior to 3.2, we asked users to choose their timezone on the registration page, but that choice has been removed in 3.2 since it isn't necessary - we can automatically detect it, and set it for them. That's what this relates to :)
