when a user registers the system should be smart enough to auto detect their current zone?

Yes that should be the case. I've put in a bug report so that it is added :)

And users who register should be smart enough to know what timezone they are in. IP.Board has enough extra fluff to fill the DB.

It does save some time and thus add better functionality which is what I suppose you are looking for judging on what you said in one of your previous posts.

Ever since I saw this in Drupal, I wanted it to be in 3.2. :)

The User Control Panel has a setting which allows users to choose their timezone. In versions prior to 3.2, we asked users to choose their timezone on the registration page, but that choice has been removed in 3.2 since it isn't necessary - we can automatically detect it, and set it for them. That's what this relates to :)
