Well actually you can do anything, but the script won't be provided by IPS and you would have to do a crapload of work yourself that I have no idea about.

The db tables of 2.17 are change in the 2.2 conversion. I would take a reversion script to put it back in the older 2.17 format, and IPS is most likely not going to
do it.

Because the structure of the database has been changed between 2.1.7 and 2.2.0.

Of course, you could downgrade, but you'd have to figure out how to do it manually. ;)
