I thought the system should work like this:
the guest cannot have messages, so under the setting "Users can see topics posted by other users? = NO" he simply will not see any topics in the forum. 

I don't understand why this completely disables category/forum display.

I try to create forum with permissions:

1. One category with one forum
2. Logged user can create topics 
3. Logged user can see only own topics
4. Guest must see category & forum header (with counters/last post)

1,2,3 - it works. 4 - category don't shows for guests.

When option "Users can see topics posted by other users?" unchecked, i can't change forum permission for guests, checkbox inactive.

Why is such mode impossible? Or did I miss something?

Also faced with this problem (chrome). 

It was possible to login in incognito mode. Everything began to work normally after removing site cookies and cleaning the browser cache.

Yeah, special after people turned off (in template) annoying "new version" notification on the forum. No one could have assumed anything else would appear there. 

If someone sees a message about the patch, take a screenshot, at least see what it looks like.

Your apology will not return the lost money and time.

Tell me better what will change in customer notification policy (consider, i may not open ACP for weeks).

Blocked all "aggregateRating" using if (0).

If copy JS block with "aggregateRating" from page and put to google https://search.google.com/structured-data/testing-tool/ you can see errors like 

DiscussionForumPosting - Invalid object type for field "itemReviewed"
Missing Nаme for Author and other errors.

FR ( whenever possible )

1. Divide settings into two tabs (main permissions and other). Move seldom used settings like pin, feature, message, etc to the second tab, in most cases these settings not used.

It's for "checkbox", not for "radio". 

Maybe will better use checkboxes? Remove 'All posts' (it doesn't make sense for "first post"), only 2 options more readably.

1. It's not needed. Language files need to be "(app)_(custom name).php"... just delete....

2. For the record, the group tab integration stuff already supports methods to set the tab ID number properly, but the members tab integration does not presently.
