The closest Marketplace plugin you want will be Cloak by @Tom Irons (no longer developed) or Hide replies from guests by @Nathan Explosion, although neither of the two will specifically cap the downloads of forum attachments. They will hide ALL attachments from specific membergroups. I think your best strategy is to move all of your files to IP.Downloads where you can control their downloading.
