I have been trying obscenely hard trying to get billing agreements to work on my site with Paypal. I have done everything that has been asked, to the letter... in the guide. I have the Paypal account created, with a secret/public keys (NOT SANDBOX) and subscriptions enabled, with my return URL set to the correct paypal.php file.

Yet it will NOT work. Billing agreements just refuse to function on my site... and I don't know why. I don't know what else there is to do... I've done everything over and over. I've seen multiple screenshots of other users showing what they've done, and everything on my side is setup the exact same way.

I am at a loss. What am I doing wrong.

Yes, you have to force billing address in the payment settings. However unfortunately this forces users to input billing addresses for all purchases... not just subscriptions.
