What does Imageproxy.php do?

I did test - when one image is loaded to the proxy - the time that is loaded is two times greater than during charging of the direct link.

I turned off the 'Serve images from local server?'

There is a bad news - all published images including serving on a local server must be manually edited link.

It is possible that the support caching to help, but at this point my test site is alfa version and I have not the support caching.

I notice the time issue also, if I turn it off..

I personally am skeptical on ssl. Too many restrictions on freedom of the Internet space ... If all sites switch to ssl, then surely invent ssl2 ha ha.
However admin / site owner should do periodic tests and to monitor their community.
