Insane21m got a reaction from SeNioR- in 404 errors on every page but what I set as the default app
    Aaawww!

So this is installed on a Windows Server 2019 using IIS, URL Rewrite 2.1, and MySQL database.
I just imported the new .htaaccess file rules into IIS URL Rewrite and it's all working like magic.

Is mod_rewrite (assuming apache) enabled on your web server, and is your web server configured to allow mod_rewrite rules via .htaccess?

Sounds like an issue with URL rewrites. Review your SEO settings in the ACP and make sure that the 4.5 htaccess file is present in the communities root directory.

If you have the sql_socket configuration option defined in your conf_global.php, you may need to remove it or adjust it in addition to adjusting the rest of the database information.

Something similar has happened to me a couple of times. The solution in both cases was to create a totally fresh database and import into it. It wasn't enough to empty the previous one or use the old one's name for the new one; it needed to be a totally new database with a different name.
