What would cause Spam Defense to prevent my registering on my own, brand new forum?

When testing OAuth2 login/account creation, I kept getting "You are not permitted to register on this forum." I tried anything and everything, until I discovered that turning off Spam Defense fixed it.

Looking at my logs, the Response was "4". What does this mean?

Testing registration over and over would do that. If you are testing your own site, you should always add yourself to your whitelist
