I have an icalendar that I subscribed to feed events calendar. Is there a task that can run and week of and or day of percolate these events into the activity stream?

Im not sure what you mean here. iCalendar feeds you have added would automatically populate already.

I guess my thought was just like the widget's upcoming events,  as an event approaches it could nice for it to be promoted in the activity stream as it is relevant. Currently, it only shows up in the activity feed on the date it's added to the feed which could have been weeks or months back as it is not repeated. 

That is not possible.  It's only based on publish date, not the event date.  (It would also get more complicated for recurring events as those don't create multiple "entries" for each recurrence.)

Sounds like an opportunity to submit it as as a feature request!
