You would need to modify the theme template called “logo”. 

It wouldn’t make much difference though. The advantage of an SVG graphic (with vector content) would be that it can be scaled up indefinitely without requiring a larger file size. But for an IPS website, that is mostly irrelevant as the logo is and stays rather small in every circumstance. It also won’t look better just because the original image is vector-based. The render engine has the same amount of pixels available. If you really use the optimum resolution, the result should be exactly the same.
