This is useful when providing next versions of files within same revision and wanting to have them in specific order. You may say to upload them in desired order but when wanting to re-upload specific file within record and keep order of files there is a need to remove files uploaded after the file we want to replace and then upload them back after replaced file. You want to version your uploads, but you do not want to use the included versioning functionality that orders the files by date/version by default? Personally, I find having a growing list of file names can be confusing to the end user.

We use Downloads since many years and the "growing" list of revisions was unclear and confusing for our customers. Therefore, we redesigned list of files to download to show full package at the top and below incremental update packages ordered by version number (people like to have all in one clear view, revisions may be better from developer's point of view but normal person like it simple - thinking-less). However, often happened specific update package below required re-upload, therefore it was required to remove all files listed at the top of it, re-upload problematic package and upload all files after that again.
