If you choose to move to the cloud environment, you would neither be credited nor lose that license. Of course when you move to cloud you would generally cancel renewals on your on premise license, but if you needed to switch back to self hosted again, you would just pick up the renewals again. The thing that is holding me back is the number of page impressions on the starter deal and the huge jump from that deal to the next one up.
