In the file downloads section, how do we get rid of the "what's new in version" along with changelog drop down box. Every time I edit the file text it adds another changelog, and I have no way to delete them.

Disable file version in your category.

I tried disabling file version and "keeping only one version". But neither change makes a difference.

It only makes a difference moving forward, that change isn't retroactive.

When you are viewing a previous version, you should be able to delete it:

(Ignore the weird version number, this was a security test from an old file locally)
