I'm not sure I follow - the software already allows you to install additional languages (and you can have one or more of those languages enabled/available for users to use).

I think he's probably referring to Pages, Brandon. If you look at IPS's own site, it wouldn't be possible out of the box to do a multilingual version. It's possible to translate things such as menu items but not to add language-specific content.

Its not translating the software but multiple languages so what Meddysong says. Pages that has content in multiple languages or forums for that matter. The only software that does this out of the box is Woltlab. But it needs to include everything Pages, downloads, gallery etc etc.

I do agree with pages like IPS site but I really don’t think people will loose time adding posts in 2, 3, 4, .... different languages. They won’t bother and will post on in their own languages.

In Woltlab you can define what languages you would like to offer on the website. Then you can translate titles, descriptions and so on - the same way you make it in IPS. When the user visits the board, he chooses a language.

But when he creates a new content, then his content is automatically marked with his chosen language. If the language is switched to other, then his content disappears and the content items that are marked with other language are displayed instead. Means, you have the same board with different threads depending on the chosen language.

People only translate if they want to do this, if you post in English and i post in Dutch the system sets you up in the language of your browser. So most likely i will not see English posts but you should be able to swap with a press of a button. But translating is not mandatory its done like wiki does things. But for IP.Pages it would be awesome to have.
