Is there somewhere I can see all files a user has downloaded?

No. It was removed in IPS 4.0.0.

Thanks for the reply.

I have a feeling that IPS has only gotten worse by taking resources out of the new version.

Even though they've removed some features from IPB 3, they've also added a ton of interesting and new features in 4 while also modernizing the entire suite, so I think most clients will be happy with the overall experience.  If you need or want a particular feature, you can always post an idea in Feedback to explain why this is a useful feature.
