File attachments ( in posts ) download count / who?

i can't seem to find it if its there but is there a way to show the 'download count' or a list of who download an attachment (like zip files ) when on a post?

There was a download count for non-image (as viewing an image is 'downloading' in effect) in previous versions.

Regarding 'who has downloaded this' there was a third party hook for previous versions again, but I'm not unfortunately immediately aware of a 4x plugin for this.

That's my fault. I searched for "Who Downloaded" as I seemed to recall you had a hook for earlier versions that showed it.
