In ACP > Members > Warnings > Actions, create an indefinite ban with a certain number of points, let's say 100. Then create a Reason and give that 100 points. The user would then be banned. However, while testing this out (as a moderator) I just discovered that there was an option all along as a checkbox (while warning) called "Suspend from accessing the site" and it bans them (even without issuing points). There was one called "quick ban" and you could simply set it per group iirc on who could use it. It was simply that a button on the member profile to ban them with one click.
