Is it possible to rename "Existing user? Sign In" to Login and Sign up to Register at the top of the site?

If yes, where should I be looking?

And is it possible to "merge" +Create with Notifications, Messages and Reported Content (that removes the divider between them)?

The quickest way for you to do that would be to use the Quick Translating feature:

 

Of course, this won't work for you in this instance because you need to be logged in to use the tool but won't see the text you want to change that way, so you'll need to do a standard translation change.

- Customization > Languages

- Click on the globe icon for the language you wish to edit

- Search existing user and sign up and you'll be able to change the relevant strings.

Because of that I also figured out how the rename "+Create", well not the + part but you get the idea.
